Do not assume so. Read the exact order and obtain a written clarification from the issuing authority. Site protection is different from continued construction.

Is paying a permit fee enough to lift the order?+

Not necessarily. Plan review, corrections, licensed trades, inspections, zoning/use, reports or written release may still be required.

Can the contractor fix the problem immediately?+

Only if the authority confirms what corrective work may occur, permits and plans are correct, and the person is properly qualified. Unauthorized “fixing” can compound the record.

Who owns the building permit?+

San Antonio's guidance says the property owner owns building permits regardless of who pulls them, while trade permits are owned by trade contractors. Confirm the actual record and linked permits.

Should I appeal?+

Appeal rights, venue and deadlines depend on the decision. First authenticate the document and issue; promptly consult official instructions and qualified counsel/design professionals. Safety work should not wait for strategy.

What if the plans do not match the field?+

Preserve both. Have the responsible design/trade professionals create a marked discrepancy list and ask the City whether amendment, revision, correction, removal or another process applies.

What proof means I can restart?+

Seek a written release/status from the actual issuing authority plus required permits, approved plans and inspection results. A verbal contractor assurance is not enough.

Can I sell the property with an open order?+

A sale may be possible, but the order, permits, condition, disclosures, contracts, financing, title and buyer scope require careful handling. Do not hide or mischaracterize the record.

Does the Building Standards Board handle every appeal?+

No. Property-maintenance matters, building/fire code decisions, UDC/zoning matters and other decisions can route differently. Use the notice and current City guidance.

How should I decide whether to restart?+

After safety and authority are controlled, compare funded correction scope, time, professional capacity, carrying exposure, finished value and alternatives such as redesign, hold or disclosed as-is sale.
